What has been tested, and how

Automated testing with axe-core, run in a real browser rather than a simulated one, so colour contrast is measured as it actually renders. Pages were checked for image alternatives, accessible names on controls, form labelling, page language and heading structure, and every colour in the palette was measured against the backgrounds it is used on. Last run 30 August 2026, across the eight portals.

What that found

• 3,892 images, none without a text alternative.
• 1,471 buttons, every one with an accessible name.
• 110 form controls, all labelled.
• A skip link on 969 of 977 pages, and a language declared on every one.
• Colour contrast was corrected, not merely measured. Small text that had been muted with transparency, department tints used at small sizes, and counts set in translucent white on a coloured ground were all below the 4.5:1 that ordinary text requires. They are above it now.

Known exceptions

• Very large decorative year marks. Some pages carry an oversized background numeral — a founding year, or a figure such as 24×7 — set at very low contrast as a watermark. They are hidden from assistive technology and repeat information given as ordinary text nearby. They are a deliberate design choice and are not readable, by intent.
• Older documents. Much of what is published here is the institution's own record as it was issued. Some of those PDFs are images of paper with no text layer, so a screen reader cannot read them. We will supply an accessible version of any such document on request.
• Content on other sites. Links to regulators, journals and other institutions lead to sites whose accessibility is outside our control. Event registration forms are hosted by a third party and follow that provider's accessibility, not ours — if one of them is a barrier, write to us and we will register you by hand.

What has not been tested yet

Automated testing catches a good deal but not everything. These have not been assessed, and we would rather say so than imply otherwise:

• Navigating the whole site by keyboard alone, end to end.
• Testing with screen readers — NVDA, JAWS and VoiceOver.
• Testing at 200% and 400% zoom, and with a reader's own stylesheet.
• Reading order and focus order on the most complex pages.

Prepared on 30 August 2026 by self-assessment: automated testing against every page template, and a measurement of the colour palette against the grounds it is used on. It has not been reviewed by an external auditor, and will be updated when the manual testing above is done.
